They won't. We're divided closely enough down the middle that I'm seeing gridlock of proportions never seen before here in the next couple of years.

If Obama is elected the Congress will be polarized. The Republican's will stall everything.
If McCain wins, the Democrats will have the majorities and none of his initiatives will make it through without major baggage in the form of amendments (if they even get that far).
This election is lose-lose.
It looks like if we want a productive Washington again, we will have to send an Independent to the Whitehouse. Let's see if Mayor Bloomberg will be running in 2012.
