I watched the Oliver Stone movie "W." and it seems as if Cheney and Rumsfeld were always more war-hawkish whereas Powell and Rice wanted Bush to try more more diplomatic approaches, and Bush decided to listen to Cheney and Rumsfeld.

You are correct. However, Cheney/Rumsfeld were sidelined during Bush's 2nd term in favor of Powell/Rice. Of course, Rumsfeld "quit" (was fired) after the "thumping" the GOP received in the 2006 elections.
